By checking out the USDA zone info for Zone 7b it's a good idea to figure out when to plant artichokes.

The earliest that you can plant artichokes in Zone 7b is February. However, you really should wait until March if you don't want to take any chances.
The last month that you can plant artichokes and expect a good harvest is probably September. If you wait any later than that and your artichokes may not have a chance to grow to maturity. Starting your artichokes indoors is a great way to get them started a little bit earlier.
The average date of last frost is April 15 in Zone 7b. In the coldest months of winter you can expect an average low temperature of 5°F.
Remember that the actual date of last frost is an average because it is based on the USDA zone info for Zone 7b and it is different every year. Since half of the time in Zone 7b you get a frost after April 15 be ready to protect your artichokes in the event of a surprise late frost.
