Property Appraisal Protest Procedures

Deadline for Filing a Protest with the ARB

Not later than May 15th (or within 30 days after a notice of appraised value was mailed to you, whichever is later).

Late protests are allowed for good cause if you miss the usual deadline. The ARB decides whether you have good cause.

Late protests are not allowed after the ARB approves the appraisal records for the year. This happens in July.

Steps to the Protest Process

Step 1. File your Protest

There are 4 Options to File A Protest. Know that ALL received protests will be scheduled for a formal hearing with the Hays County ARB.

OPTION 1: Online Protest Filing – Electronic Filing of Protest – Online Account Required

This is the fastest and most efficient way to submit your Notice of Protest and have it reviewed by a HAYS CAD Appraiser informally for a possible resolution without the necessity to appear at a hearing. If a resolution is not achieved prior to your scheduled hearing you must appear before the Hays County ARB.

OPTION 2: E-File – Electronic Filing of Notice of Protest via Email

If you are not able to create an online account, you may submit your Notice of Protest via email to [email protected]. Protest received via email will be manually entered by an employee in the order received. Please note that we receive tens of thousands of protests yearly and submitting your protest this way could delay the opening and processing of your protest record.

OPTION 3: US Mail – Traditional Filing of Notice of Protest

Protest received via US Mail will be manually entered by an employee in the order received. Please note that we receive tens of thousands of protests yearly and submitting your protest this way could delay the opening and processing of your protest record.

OPTION 4: In-Person – Traditional Filing of Notice of Protest

We are happy to accept your Notice of Protest in person during regular business hours, Monday through Friday from 8:30 am to 4:30 pm. Protest received in person will be manually entered by an employee in the order received and this could delay the opening and processing of your appeal. Please note that we receive tens of thousands of protests yearly and submitting your protest this way could delay the opening and processing of your protest record.

Step 2: Await Response

If you requested an Informal Conference on your protest filing, time permitting, a HAYS CAD Appraiser will contact you via email. If they are not able to reach out prior to your scheduled hearing the informal review will be done the day of your scheduled hearing in person before going in to the ARB meeting.

Your notice of hearing will be sent to you via email from [email protected] or via regular postal mail per your choice on your protest form.

If a settlement with a CAD Appraiser is reached, then the Formal Hearing will be cancelled and closed and withdrawn from the ARB’s Docket.

If a settlement is not reached, then you will need to appear for your scheduled Formal Hearing with the Hays County Appraisal Review Board (ARB).

Please note that HAYS CAD receives thousands of protests each year.

A response may take as little as a few days or weeks or as much as a few months.

We will work diligently to contact you as soon as possible and thank you in advance for your patience.

Step 3: Attend Your Formal Hearing

If you do not resolve your protest informally you must attend your formal hearing. All Formal Hearings are conducted on-site at 21001 N IH 35, Kyle TX 78640.

If you have a scheduled hearing with the ARB, this link was emailed to you from noreply@hayscad.

If you do not have a scheduled meeting for this date, you will be able to observe and make public comments to the ARB in the chat feature and they will become part of the permanent record for this date.

Meeting Topic: Hays County Appraisal Review Board will hear scheduled protest hearings for today, and act. As time permits, any other ARB business that can be conducted will be made part of the minutes for this meeting.
