NEW YORK – John Chell has been appointed as the NYPD’s chief of department, replacing Jeffrey Maddrey, who resigned following allegations of trading overtime for sexual favors. NYPD Commissioner Jessica Tisch announced the change Tuesday, along with Philip Rivera as chief of patrol and Edward A. Thompson as chief of internal affairs.

His promotion comes during a period of leadership turmoil, including federal investigations and other high-profile resignations.
